Republican Assemblymember Stan Ellis of Bakersfield said the state has become increasingly dependent on foreign fuel supplies, which makes the incoming supply increasingly unreliable.
“We’re not independent anymore,” Ellis said. “If we were not importing, we would be energy independent.”
